When Chain of the Cruel Fate enters the battlefield, put a chain counter on target creature. For as long as that creature has a
chain counter on it, it can't attack or block, and its activated abilities can't be activated.
Creatures you control have "{t}: Put a -1/-1 counter on target creature with a chain counter
on it. Put a +1/+1 counter on this creature."
