Whenever a player casts a spell from a graveyard,
exile that player's graveyard.
Whenever a creature with power six or greater
attacks, that creature doesn't untap during its
controller's next untap step.
Whenever another noncreature source deals 3
or more damage, Police State deals 3 damage
to that source's controller.
