must.
Whenever Stupid Horse deals combat damage to
a player that player creates a Porsche token with
a fallout counter on it.
Whenever a Porsche token is created, its
controller taps their lands and can not untap
them during their next untap step.
When Stupid Horse leaves the battlefield a
random opponent untaps all permanents
they control.
