Tzeench, Changer of Ways

Tzeench's power is equal to the number of
spells in exile.
Each player must scry 1 during their
upkeep.
Whenever a player casts a spell, any other player
may counter that spell. If they do, exile that spell
and its controller reveals and plays the top card
of their library. If it's a spell, it can't be
countered.
