Instants and sorcery spells cast from your hand
are licensed. (Exile it with two additional license
counters. License counters stay on cards even when
changing zones.)
Whenever you cast a spell from exile with a
license counter on it scry 1, then choose one:
•That spell has cascade.
•Reveal the top card of your library and put it in
your hand. Each opponent lose life equal to the
converted mana cost of that card.
