Whenever a time counter is removed from Ribbon Flares while it is exiled, put a burn counter on target creature or player.
Ribbon Flares deals 1 damage to target creature or player, and 1 damage to each creature or player with a burn counter on it for each burn counter that creature or player has. Remove all burn counters from all creatures and all players.
