A Covenant People

At the beginning of each player's
pre-combat main phase, if that player is tied for or has the highest devotion to white and blue, add {1} to their mana pool and they gain 1 life.
And the people of the Lord shall not be ashamed. For the people of the Lord are they who wait for Him.
