A Throne Undeserved

When A Throne Undeserved enters the battlefield, target player becomes the
monarch.
When a card is drawn during a opposing player's
end step, if that player is the monarch, you may
pay {2}. If you do, exile that card face up. You
may cast it for as long as it remains exiled, and
you may spend mana as though it were mana of
any color to cast it this way.
