When a player casts their second spell each turn you may exile the top card of that players library. If the exiled card is a permanent then put it in its owners graveyard. If it is a instant or sorcery you may cast that card using mana of any color to cast it.
When a player casts a spell from exile create a 0/0 colorless voidling creature token with
(this creature enters with a number of +1/+1 counters on it equal to the number of cards cast from exile this turn)
