Council's Dilemma - At the beginning of your
upkeep, starting with you, each player votes for knowledge or property. If knowledge gets more
votes or the vote is tied, draw a card. If property
gets more votes, search you library for a basic land card, put it onto the battlefield tapped, then
shuffle your library.
While voting, you may vote an additional time.
