Add Vigilance

Place Add Vigilance in your command zone when
you start the game with a vigilance counter on it.

When a commander enters you may move the vigilance counter onto that commander. When the commander leaves play with the vigilance counter
on it or the vigilance counter is removed return the counter to Add Vigilance.
