Council's dilemma - At the beginning of your
upkeep, starting with you, each player votes for
loyal or hostile. For each loyal vote, until your
next turn, that player cannot attack you. For each hostile vote, create a 1/1 black Assassin token
with deathtouch.
At the beginning of your upkeep, target player
gets a manipulation counter.
You may only speak when you are asked to.
