At the beginning of your upkeep, put a
madness counter on Viserys, the Mad King.
Mill a card for each madness counter on
Viserys, the Mad King, then he deals that
much damage to himself unless you are the
monarch. Draw a card.

When Viserys, the Mad King dies, target
opponent becomes the monarch.
