Creatures and artifacts you control have haste.
Tap X creatures you control: Look at the top X cards of your library and put an artifact with converted mana cost X or less onto the battlefield, then shuffle your library.
Tap two artifacts you control: Add {u} or {r} to your mana pool.
{u}{r}: Target artifact you control becomes an artifact creature with power and toughness equal to it's converted mana cost until end of turn.
