Agonizing Arrival

At the beginning of your upkeep, exile the top
card of your library face down. Creature spells
can't be cast from a player's hand until the
beginning of your next upkeep.
At the beginning of each player's upkeep, that
player may have Agonizing Arrival deal 3 damage
to them. If they do, they may cast creature spells
from their hand as normal until end of turn.
When Agonizing Arrival leaves the battlefield,
shuffle all cards exiled by it into your library.
