When Akio enters the battlefield, put a peace
counter on any number of target creatures you control, then put a peace counter on that many
target creatures your opponents control.
Creatures with peace counters cannot attack.
{w}{b}, {t}: Put a -1/-1 counter on target creature
with a peace counter. That creature can attack
until the beginning of the next end step.
