Alliance Broker

When Alliance Broker enters the battlefield, starting with you, each player flips a coin. Each player may put a +1/+1 counter on target creature they control for each coin that comes up heads. Then Alliance Broker deals 1 damage to target creature or player for each coin that came up tails.
