Whenever an opponent plays more than a spells in hand mana cost to resolve a spell,
put a tax counter on Allocation Ledger.
{t} Remove a tax counter : draw a card
{2} Remove all tax counters, Sacrifice Allocation Ledger : Add {c} equal to the
amount of tax counters removed from Allocation Ledger
