Alternate Notion

At the beginning of your upkeep each player votes for a target creature you don't control. If
the vote is tied your vote counts twice. Put a -1/-1 counter on the creature that received the most votes. Then proliferate. (You choose any number of permanents and/or players with counters on them, then give each another counter of a kind already there.)
