As long as a Background you own is on the battlefield, whenever you cast a spell with will of
the council from your hand, copy it. You may
cast that copy without paying its mana cost. You
may choose to vote for new choices and you may
choose new targets for the copy.
Choose a Background (You can have a Background
as a second commander.)
