{3}: Each player secretly votes for monarchy or democracy. If monarchy gets the most votes,
target player at random become the monarch. If democracy gets the most votes, one player at
random gets 5 gold tokens, a second player at
random creates 5 1/1 white soldier tokens, a third player at random draws 3 cards and gains 10
life, and the last person returns 3 cards from
their graveyard to their hand. It the votes are tied,
all players lose 7 life and sacrifice 7 permanents.
