Whenever you cast a creature spell, put a -1/-1
counter on target creature an opponent controls.
At the beginning of each opponent's upkeep, they
must pay {1} for each creature that player controls
with a -1/-1 counter on it. If that player doesn't,
each creature that player controls with a -1/-1
counter on it can't attack or block until the end
of your next turn.
