Annihilation Pulse

When you cast Annihilation Pulse each player sacrifices half their permanents, loses half their life and discards half their hand. (round losses up).
At the beginning of each end step, Annihilation Pulse gains a charge counter. Each opponent loses X life and exiles cards from their library until they exile X land cards, where X is equal to the number of charge counters.
The end of war and the beginning of the end.
