You may cast Apex of the Stars without paying its mana cost by paying {9}{r} to treat it as "Apex of Power" or {9}{u} to treat it as "Sway of the Stars" and ignore the following abilities.

Exile the top 7 cards of your library. Add {5}. Until the end of turn, you may play those cards. When the turn ends, if you didn't play any of them, shuffle all permanents into their owner's library, then each player draws 3 cards.
