At the begining of your upkeep, put a +1/+1 counter on target creature.
Creatures with +1/+1 counters on them have the activated abilities of other creatures with +1/+1 counters on them.
Creatures with +1/+1 counters on them have " When this creature deals combat damage to a player, you may draw a card."
When you draw a card, proliferate, then populate.
