Arbiter Owen

Council's Dilemma —Whenever controller gets targeted by a spell or ability, starting with you,
vote for immunity or losses. If immunity gets
more votes, you may choose a new target for that spell/ability. If losses gets more votes you draw
a card.
At the beginning of your Endstep, choose a
target opponent. That opponent gains control of Arbiter Owen. He gains Sleeper.
When voting Arbiter Owens' owner may
vote an additional time.
