Council's Dilemma —Whenever a player casts
a spell that targets a permanent you control,
starting with you, vote for immunity or losses. If immunity gets more votes, you may choose a new target for that spell. If losses gets more votes you
draw a card.
At the beginning of your Endstep, choose a
target opponent. That opponent gains control of Arbiter Owen.
When voting whoever casts Arbiter Owen may
vote an additional time.
