Arcane Rivalry

Each player may reveal a sorcery/instant card.
The player who revealed the card with the
highest converted mana cost may cast it
immediately for the lowest cost amongst the
revealed cards.
If only 1 card was revealed or cards are tied for
highest cost, their players instead may cast them
for {2} less.
