No player can win the game.
At the beginning of each player's upkeep, that
player puts a Pacify Counter on target creature
they control. (This creature cannot attack, block, or
use activated abilities)
At the beginning of each player's upkeep, if each creature that player controls has a Pacify Counter, return Archangel of Conflict's End to it's owner's
hand.
