Architect's Proposal

Council's Dilemma - Starting with you, each player votes for expansion or investment. For each expansion vote, search your library for a Plains card and put it onto the battlefield, tapped. For each investment vote, draw a card. If all the votes are the same, create two Treasure tokens. Then shuffle your library.
