Armed Citizens

In war it is a tragic truth that the ones who often suffer the most are the common people. While normally they are simply victims, the citizenry
can be pushed to a point where they take up
arms and attempt to defend what little they
have. Tragically, they are usually outclassed by professional soldiers.
