Artos the Balanced

Whenever one or more counters of any one type would be placed on a permanent, it's controller may put that many counters of that type plus one instead.
{3}{g}{w}{b}: Draw a card for each permanent you control with a counter on it. Any player may activate this ability as if they controlled Artos the Balanced.
