As Foretold Emblem

At the beginning of each player's upkeep put a
chargecounter on this emblem. Then, if there
are are at least as many counters on it as the
amount of players, remove them and put a
time counter on it.

Once each turn each player may pay {0} rather
than pay the mana cost for a spell they cast
with converted mana cost X or less, where X
is the number of time counters on this
emblem.
