Whenever one or more historic permanents enters the battlefield, roll a d20.
1-10 | Remove a counter from target permanent.
11-19 | Give target permanent with a counter another counter of that kind.
20 | Choose one.
For each kind of counter on all permanents, give that permanent another counter of that kind.
For each kind of counter on each permanent remove one counter that permanent has.
