At the beginning of your upkeep, if Astral Lich is
in the command zone, target nonland permanent
gets a time counter.
At the beginning of your upkeep, you may exile
target nonland permanent with a time counter on
it. If it doesn't have suspend, it gains suspend.
Time counters remain on creatures as they move
to exile from the battlefield.
