Whenever you cast your first instant or sorcery
spell each turn, undertake creativity. (Each player
draws a card, each player who draws a card this way
gets a creative counter.)
At the beginning of your endstep, draw a card for
each creative counter among players.
At the beginning of each opponents end step,
that player mills a card for each creative counter
that player has.
