Enchant creature with the highest converted mana cost.
Enchanted creature can't attack or block.
When Atlas goes to the graveyard from the battlefield, destroy all permanents. They
can't be regenerated.
As a creature enters the battlefield, if its converted mana cost is the highest, attach Atlas to it.
