Whenever an opponent casts a spell, exile it
instead with a time counter on it.
At the beginning of each player's upkeep,
remove a time counter from each card that
player owns in exile. Then, if a card has no time
counters on it, it's owner may cast it this turn
without paying it's mana cost.
