When Azathoth, Abyssal Harbinger enters the
battlefield, each opponent exiles X target
permanents they control. For each permanent
exiled this way, roll a d6. If you roll a 3, return
that permanent to the battlefield under your
control. If the tribute wasn't paid, repeat this
once for the player that didn't pay tribute.
