Back Alley Meeting

Whenever Back Alley Meeting enters the battlefield,
put X bribery counters on up to X creatures.
Creatures with bribery counters on them are
detained.
At the beginning of combat on each player's turn,
they may pay X to remove X bribery counters from
among creatures on the battlefield.
Whenever a counter is removed from a permanent
or player, you lose that much life and draw that
many cards.
