Backing Credits

Any Player Level 4 may become a backer.
When the Cosmic Credit Club has a request
to Convert Credits into Money, the Backer
has The Opportunity to Buy these Credits
at a 1/1 Conversion Rate, but Can Back
no more than 1% of the Current Credit Pool.
If there is more than 1 Backer, the Backer
with the Lowest Player Number Gets to Buy.
