Balance the Scales

X equals the total converted mana cost of all creatures in play divide by the number of players (round to nearest whole number).
Each player shuffles their hand, graveyard and creatures into their library. Players draw until each has enough creatures to total no more than
X converted mana cost. Each player puts those creatures into play and shuffles their library.
Each player may draw 7 cards.
