Flying.
When Balance enters the battlefield you may pay any number of {p/u}. Then put X +1/+1 counters on Balance and draw X cards where X is the amount of {p/u} you paid. When Balance is put into the graveyard from anywhere, each opponent puts a creature onto the battlefield that's a copy of Balance.
