At the beginning of each upkeep Ban consumes a
+1/+1 counter and removes a -1/-1 counter from
target creatures or becomes tapped until the beginning of the end step.
{x}{x}: target X creatures have there power and toughness reduced by half via -1/-1 counters.
Then for every -1/-1 distributed this way Ban
gets a +1/+1 counter.
