Up to 3 creatures must make a Cha save.
Whenever a target that fails this save makes an
attack roll or a saving throw, the target must roll
a d4 and subtract the number rolled from the
attack roll or saving throw.
At Higher Levels. For each extra spell slot, you
can target an additional creature.
