Banishing Howl

When Banishing Howl enters the battlefield, choose up to 3 target creatures your opponents control. Tap them. They don't untap until Banishing Howl leaves the battlefield.
If Banishing Howl would leave the battlefield, if you control at least 3 creatures, you may return Banishing Howl to the top of your library.
