Bank of the City

Start the game with Bank of the City in the
middle of the table with 5 gold counters on it.
Each player may take 1 gold counter from
Bank of the City at the beginning of their
upkeep.
When Bank of the City has no gold counters
on it, each player who took a gold counter from
it must pay {3} or sacrifice a permanent.
