At the beginning of your upkeep and after each card draw after each player's first, add a Chime counter:
{t}: Create a Meep 0/2 with "Gain +1/+1 for every 4 chimes"
{1}{w}{w}{w}: Gain X life where X is the number of chimes
{3}{u}{u}: Draw X cards where X are the chimes you have and you no longer have a hand limit
{3}{w}{w}{u}{u}: Until your next turn, you and your permanents Phase Out
