Battle - Debates

When a debate is sacrificed
the player with the most discourse counters on
it gets to choose the modes and targets
for the debates triggered effect.
All targets and modes chosen must be legal.
If two or more players are tied for the most
discourse counters on that debate the effect
does not trigger.
