Whenever the monarch draws a card except the first one they draw in each of their draw steps, starting with you each player votes for extreme violence or biboo tax. If extreme violence gets more votes, you draw a card and choose a monarch. If biboo tax gets more votes or the vote is tied, each opponent discards a card.
